Troy's Retirement Gift (SHHHHHHH. It's a secret)

Starting today we are hoping for at least $1400 in donations toward a gift for our long sitting Facrep, Troy. We will take donations via 2 means: 

1 - Envelope in each area

2 - Tony Germann's Venmo account @Anthony-Germann. Please label it "Troy's Gift" for tracking.

Donations will be accepted until Wed 6/27 and we'll share with you the grand total at that time. We are currently undecided on a gift and would welcome suggestions. Denise Spencer and Amy (Amanda?) Sizemore have volunteered to be POC's for the gift ideas. You can always let an E. board member know as well. 

Please give what you can and help us show Troy one last time how much we've appreciated the hard work, personal sacrifice and dedication he's put in for all of us over the years.

HATCH ACT WARNING. DO NOT SHARE OR DISCUSS AT WORK OR ON OFICIAL TIME!!! NATCA in Washington 2018 review

From May 21-23 ZSE sent 4 members to Washington DC to participate in NATCA in Washington (NiW). Apart from myself, they were Denise Spencer, Devin Carlisto, and James Darlington on their own leave to make the trek in order to advocate on behalf of our local and NATCA as a whole on issues near and dear to us.  

This year our mission was simple, protect our retirements and social security annuity and ask the Senate to pass the Omnibus 5 year budget before the Aug recess. The retirement changes are the most crucial and so I'll elaborate more on that. OPM drafted a letter to Speaker of the House, Paul Ryan, with language that would greatly alter or eliminate portions of our retirement. The reason that this letter is so dangerous is that it is purposefully crafted so as to be instantly attached as an amendment at anytime. At this point it is not, but, we can't afford to wait until it does.

I've attached all of the literature on this update. To summarize, it would (when you take into account the federal pay freeze that is already in place) be a pay cut  by 1% increases annually in our contributions until we meet the ultimate hike to 7.25%, move us from a high 3 to a high 5, affect current and past controllers CSRS COLA (a change to ALL federal employees and even those that are survivors/widows of past employees) and the most immediate impact would be the mass exodus of controllers that are eligible to retire by eliminating the SS Annuity.

For example, if this were to pass and be implemented on Oct 1, 2018, anyone that can retire before that date would get the SS Annuity (between $1200 and $1700 monthly). Anyone that retires afterward would not. That would almost certainly push the 18% of our eligible-to-retire workforce out the door in the middle of a 29 year staffing low.

On the bright side, all of our WA representatives were unaware of this OPM letter and outraged at the prospect of it in totality. In particular, Congressman Reichert offered to draft a letter  (with the aid of NATCA) directly to Speaker Ryan voicing his displeasure and opposition to this OPM language. Similar feedback was received nation wide from the other meetings that our Brothers and Sisters were attending with representatives from across the country. 

On both sides of the aisle NATCA received overwhelming support to protect the benefits that we have in place. This only happens because of our NATCA PAC (you can give here) and the tireless work of activists across the country that use their own time to make sure that our issues are never overlooked or let attacks on our profession go unchecked. Like I always implore each and everyone of you, please help us fight this fight with either your time and/or via a contribution.

NATCA Biennial Convention Notes

As a (very late) companion update to Troy's Convention letter, here are a few of my notes and observations from the Philly convention.

A18-03 National Conventions

ZSE came to this convention with the intention of trying to see Las Vegas every 2 years pass. That being said, the body seemed to want  the oversight but keep absolute flexibility as far as venue location. Before the convention was officially underway the reps from all facilities were able to get together to discuss some of these amendments. Given the feedback with the reps of all of NATCA (Center, Tracon and Core 30 Tower) there was almost no appetite for LV every 2 years. A18-03 was the best chance to accomplish oversight on a financial and logistical level. Although this was not the amendment that our local wanted, we did support this because we felt that our local would want some oversight rather than status quo.

Legislative Update

o   43% Membership donate to the NATCA PAC up from 40% since San Diego Convention in 2016

o   The goal we are striving for is 50% nation wide.

o   At the San Diego Convention we were at 7.4 mil and now just under 8.5 mil in PAC dollars per cycle.

o   Our latest threat may be ending our ability to deduct contributions directly through our paychecks. We are finalizing a method to outsource that deduction out of our employers hands so they can’t use it against us.

Staffing

o   Working for years to come up with a model that considers traffic and staffing and gives a total number of staffing needed to run the operation.

o   Finance has determined that the number is 12.896. No more than that.

o   We believe that the average number should be 6 hours position and 2 hours non-position (including breaks and additional duties) for a shift and finance believes the metric should be 6.5 hours and 1.5 hours.

o   With 6/2 that would equate to 13100 people and finance's 6.5/1.5 would reduce to 12100. Their number would mean that we are currently overstaffed nationally. When pressed, Finance could not show us where we could lose 800 bodies and not cripple facilities. Despite that, they still don’t want to budge off of their formula.

o   At this time, we have not had very much luck convincing finance to reasonably consider our position as they are stuck on raw numbers and money savings. They don’t consider the practical implementation of deploying their number.

o   We are currently gathering data to support our number of 6/2 and plan to try and pursue a legislative avenue with our connections on Capital Hill to maybe craft a bill and make a law to fix this and bypass finance.     

o   Clearly, staffing is an issue beyond the scope of any local and can only be solved on a national level.

ZSE Member in Need

We have a new family joining our ZSE family, Britt and Lee Emerick. Unfortunately, having just arrived in WA they had their moving truck stolen. It has since been recovered but looted and their belongings scattered and soaked. 

They have started a Go Fund Me for financial assistance as well as a specific request for boxes. The full story about their misfortune can be found here. Please help in anyway that you can and show them how we take care of our ZSE family.
